Minsa Announces Relaxation of Some Quarantine Mobility Restrictions on a Regional Basis
Minsa's Communique No. 177 dated August 19th announced certain lifting of mobility restrictions for the Panama City area. Chiriqui, Colón, and Bocas del Toro were specifically excluded from the lifting of their current restricitons. In order to avoid confusion, the following MINSA policies will be discussed separately, depending on region. The following changes (or non-changes, as the case may be) become effective on Monday, August 24th.
For provinces other than Chiriquí, Bocas del Toro, and Colón: The announcement included the elimination of the mobility restriction by identity card and by hours. What remains valid is the allocation of days by gender, that is, they remain as departure days, Monday, Wednesday and Friday for women, while for men, Tuesday, Thursday and Saturday correspond to them, a day that will be added to those that were in force. For this purpose, the total quarantine is lifted for men on Saturday, and is maintained on Sunday for both genders. As to timing, both women and men will be able to go out on their corresponding days from 5:00 a.m. to 6:45 p.m. (note the change from 7:00 p.m. as previously specified). Other mobility restrictions, e.g., sanitary barriers for certain communities/neighborhoods, remain in effect.
For Chiriquí, Bocas del Toro, and Colón: basically nothing has changed. The current restrictions (weekdays from 5:00 a.m. and presumed still to be until 7:00 p.m.) allow for both genders to go shopping. Both weekend days remain a total lockdown. Minsa's exact words were: "In the case of the provinces of Bocas del Toro, Colón and Chiriquí, the restrictions are maintained until a new revision of the behavior of the statistics."
In all cases, biosecurity measures (masks, social distancing, no mobility for those with coronavirus, etc.) still must be complied with.
