Three-month driver license suspension for drivers who violate quarantine

            The Ministry Government (Mingob) published in Official Gazette Executive Decree 266 of 11 April of 2020, authorizing a three-month driver license suspension for violation of COVID-19  estate of emergency directives.

            For this purpose, a transitory article was added to Executive Decree No. 640 of 27 December of 2006, by which the Vehicular Transit Regulation of the Republic of Panama is issued.

            The transitory article indicates:  "all drivers of a motor vehicle that violate provisions issued by the competent authority involving mobility restrictions, shall be sanctioned as established in numeral 52 of Article 241 of  the Transit Regulation.  In addition to a three-month driver license suspension the sanction will entail retention and removal of the vehicle by tow truck."

            The transitory article began to operate on the day of publication in the Official Gazette.

            The decree is signed by the President of the Republic, Laurentino Cortizo, and Minister of Government,  Janaina Tewaney Mencomo

El Ministerio de Gobierno (Mingob) publicó en Gaceta Oficial el Decreto Ejecutivo 266, del 11 de abril de 2020, que autoriza la suspensión por tres meses de la licencia de conducir, en caso de violar las disposiciones del estado de emergencia por COVID-19.

Para esto se adicionó un artículo transitorio al Decreto Ejecutivo No. 640 de 27 de diciembre de 2006, por el cual se expide el Reglamento de Tránsito Vehicular de la República de Panamá.

El artículo transitorio señala que "todo conductor de vehículo a motor que viole disposiciones expedidas por la autoridad competente y que impliquen restricciones a la movilidad, será sancionado en atención a lo establecido en el numeral 52 del artículo 241 del Reglamento de Tránsito. La sanción acarreará, además la suspensión por tres meses de la licencia de conducir, y la retención y remoción del vehículo en grúa".

El artículo transitorio empezó a regir a partir de su promulgación en Gaceta Oficial.

El decreto lleva la firma del presidente de la República, Laurentino Cortizo, y la ministra de Gobierno, Janaina Tewaney Mencomo.
