[News Boquete] IRS Check found in Alto Boquete

Hello,

A very nice older Panamanian man by the name of Bill -- "like the U.S. president," he said -- knocked on the door of the place I am staying in the neighborhood across the street from the colegio in Alto Boquete to give me a damp check he found nearby in the road. It is written out to the U.S. Treasury, dated May 9, 2013, from the account of Royal Rall, from Colorado. If someone knows Royal, please pass on my email address to him so I can get him his check back!
