Power Outages

The Boquete power outages and voltage spikes are causing damage to sensitive electronics. This month I have had a Voltage protection device, electric oven and computer damaged. My neighbor has damage to their two month old computer. My home has surge protection and voltage correction.
I have read on Lee's blog of two other people looking for repair persons. One for a electric dryer element replacement and another for a refrigerator circuit board.
Has anyone else had damaged electronics during the last three months?

How do we get Union Fenosa to take responsibility for the damage they are causing?
